SUBJECT Whistleblower Protection Act of 1986 (HR 4033)
1. On 12 August 1986, the Civil Service Subcommittee of
the House Post Office and Civil Service Committee will mark up
HR 4033, the Whistleblower Protection Act of 1986. Since the
current bill has a wholesale exemption for intelligence and
national security matters, I asked the staff director of the
Subcommittee, Andy Feinstein, if any of the proposed amendments
affect these exemptions. He stated that he has examined all
the proposed amendments to be offered and none would affect the
intelligence or national security exemptions.
2. Apparently, the focus of both the House and Senate
versions of the bill is on the operation of the Office of
Special Counsel, which was established by the original
Whistleblower Act. Feinstein assured me that there were no
amendments of an intelligence nature and that he would let us
know if there were.
