SUBJECT: Home to Work Transportation Legislation
(HR 3614)/ Enrolled bill comment to OMB
1. Pursuant to an enrolled bill request on the above
described matter, I contacted Greg Jones at OMB (395-4354) and
told him that the Agency supported the bill. I explained that
we were exempt from the bill by virtue of section (a)(2)(B)
which officially recognizes intelligence and
counterintelligence activities as a designated official
purpose.
2. In addition, section (c) of the bill specifically
recognizes section 8 of the CIA Act of 1949 as a basis for any
operational exemption. Thus the new law will pay deference to
section 8 authority rather than being silent on such
authority.
3. This constitutes completed action on OCA action #
86-3578 and should be filed under miscellaneous personnel.
