1. Congress is expected to extend through 18 December 1987 the
Continuing Resolution authorizing the obligation and expenditure of funds for
1988. An omnibus continuing resolution that will serve as our regular 1988
appropriation should be enacted by 18 December 1987. The general guidelines
stated in the reference will remain in effect until the passage of our 1988
