Gates Acting Director of Central intelligence Central Intelligence Agency Washington, D.C. 20505 The Senate Select Committee has scheduled the next hearing in its ongoing oversight of the Administration's support of the Nicaraguan democratic resistance. It will convene at 2:00 P.M. on Tuesday, 17 March, in the SSCI Hearing Room, SH-219. Since your Agency is responsible for executing the program we request your participation in the hearing, along with and his immediate supervisor in the Directorate of Operations. Your testimony should provide your best assessment of the prospects for democratic reform of the Nicaraguan resistance leadership, successful negotiation of democratic changes within Nicaragua, and effective pressure against Sandinista controls and authority throughout Nicaragua. We have asked the Secretary of State, who is responsible for providing the policy guidance to and supervising the actions of this program, to be represented at this hearing by his Assistant Secretaries for Intelligence and Research and for Inter-American affairs. We have specifically requested that they testify on the Administration's policy and plans toward Nicaragua through 1988, including alternative concepts for spending the $40 million remaining in the current fiscal year and for using whatever funds may be authorized for Fiscal Year 1988.
