The Senate Select Committee on Intelligence is planning
to oversee the Intelligence Community's support for U.S.
nuclear arms reduction policy during the current Congress.
Its first hearing will focus on the Administration's
requirements for monitoring Soviet-compliance with proposed
nuclear arms reduction agreements. We have scheduled it at
10:30 a.m. on Tuesday, April 7, in the Committee Hearing
Room,.SH-219.
We accordingly request your participation in this
hearing as the Administration's leading official responsible
for arms control and disarmament. We would particularly like
you to present and discuss the Administration's position on
issues that are most pertinent to the SSCI's ongoing review
of national intelligence programs and budget requests,
including:
? Will proposed intelligence programs suffice to
monitor the major cuts in strategic and inter-
mediate ballistic missile forces proposed by
the U.S.?
? What are the most critical gaps in projected
U.S. monitoring capabilities?
? What specific recommendations has the Arms
Control and Disarmament Agency made to close
these gaps?
? How would these recommendations reduce the
risk that the Soviets could gain significant
strategic advantages over U.S. and Allied
forces?

and participation in the hearing by representatives of the
Secretary of Defense and the Director of Central Intelli-
gence. You should all be prepared to answer questions that
Members of the Committee may have on specific requirements
for new initiatives.
The Committee appreciates your attention to its requests
and contribution to its oversight of the intelligence
Community's support for U.S. nuclear arms reduction policy.
