Dear Judge Webster,
29 May 1987
As you may know, I have been designated by the
President and the Secretary of State to chair a panel
charged with assessing the recent security incidents at our
missions in the Soviet Union. One of our lines of inquiry
concerns the selection and screening of persons assigned
overseas. We are interested particularly in exploring the
psychological parameters involved in choosing such people.
To this end, Ambassador Diego Asencio, one of our panel
members, is forming a team of consultants to examine this
subject, meet periodically to advise the members of the
Panel and make appropriate recommendations. Ambassador
Asencio understands that two of your employees,
have extensive experience in
psychological screening and profiling and would like them
to be part of his team. We would be most appreciative if
we could avail ourselves of their services on an as needed
basis until such time as a final report has been prepared
for the President, in principle by the beginning of July.
