The Department of Energy (DOE) was well served by Bill Casey and the Central Intelligence Agency and I am sure that the close relationship established under his leadership will continue. As you undoubtedly are already aware, the DOE is not only a consumer of intelligence on nuclear weapons, nuclear proliferation, and energy security issues, it also provides valuable expertise on these subjects to the Intelligence Community, particularly through the national laboratories. Additionally, our laboratories provide support in the design and development of a range of material used by the Intelli- gence Community. In light of these relationships, I think it might be beneficial for you to visit some of these laboratories when your schedule permits. Since the facilities of primary interest are on the West Coast, such a visit might best be accomplished in conjunction with other travel plans. Bill visited Los Alamos, Livermore, and Sandia last year and I believe he found it very worthwhile. Let me therefore extend a similar invitation to you at your earliest convenience. I have delegated my day-to-day responsibilities in intelligence to my Assistant Secretary for Defense Programs, currently Admiral Bob Foley.
