A few days ago, I wrote to Vince McKusick advising
him that there was a strong possibility that a trip out of
the country would be scheduled in mid-September. I have just
been informed that the trip is firm after considerable scheduling
arrangements with a number of overseas agencies and officials.
They are very hard to set up, as you know, especially when
they involve several countries and I must acceed to the scheduling.
This will mean regrettably that I cannot join you on September 17th,
much as I have been looking forward to it. I feel a bit cheated,
but I don't know of any other alternative. Perhaps another
raincheck on another occasion.
I'm sorry to leave you in the lurch, but I hope that
this is sufficient time to find a substitute.

Thursday, 17 September for the Joint federal-state Judicial proceeding which
is the highlight of the day long celebration commemorating the Bicentennial of
the US Constitution in Portland, Maine. We received a draft of the program
from the committee listing you as the speaker on September 17th. According to
your current travel plans, you will be in the Middle East on this date. If
