Thank you very much indeed for making time to come to
Chicago to visit with and inform the members of our Chicago Committee.
This senior invitational group represents a large share of
the most influential business and other professional leadership
of the city and surrounding region. This was a good opportunity
to inform and educate important people here. At the same time,
we realize there are many pressures on you, especially now,
and so we are particularly grateful you accepted the invitation and
made the trip. We run a very extensive program here, including other
specialized invitational meetings, often involving the academic
community, as well as more general public education. We would
value an opportunity to have you back with us for a different group
when your schedule permits. Please consider this a standing

Following my recent conversations with Mrs. Mary Evelyn Dean it
is my pleasure to confirm your appearance as a featured speaker
before the Chicago Committee on May 5, 1987, from 12:00 noon to
1:45 p.m. Your appearance will be an important and interesting
addition to our program.
We ask our speakers to address the group and then respond to
questions from the members. The luncehon schedule will be as
follows: 12:00 - 12:20, reception and informal discussion; 12:20 -1:00,
luncheon; 1:00 - 1:30, prepared remarks; 1:30 - 1:55, discussion and
questions. All sessions of the Chicago Committe are strictly off the
record, allowing guests to speak with absolute candor. I have enclosed
for your information material about the Chicago Committee and about
the Chicago Council on Foreign Relations in general.

1. Action Requested: None. This is background information for your trip
2. Address the CHICAGO COMMITTEE: You are requested to be at the main
entrance of the Chicago Club at 81 East Van Buren Street at 1200 where you
will be met by Chicago Committee Program Officer Anne McIntosh who will escort
you to the 8th floor for the reception in the Buckingham Room and luncheon at
1220 in the John Black Room. Robert P. McNeill Executive Vice President of
Stein Rowe & Farnham Investment Firm and Chairman of the meeting will be
seated at your right, and he will introduce you. John E. Rielly President of
the Chicago World Affairs Council will be on your left. (See Chicago
Committee tab for biographies.) Your remarks are scheduled to begin at
approximately 1300. You have been asked to speak for 30 minutes and allow 25
minutes for Questions and Answers. A podium and microphone will be available
near the head table, and your remarks will be taped by this group for our
historical files. Adjournment is at approximately 1400.
The audience will ?e made up of 40 influential business, financial,
academic, and other prdfessional leaders from Chicago and the surrounding
region. (See Chicago Committee tab for list of attendees.) Although almost
all Committee members are US citizens, the Committee is unable to say for sure
whether a small number of members are naturalized US citizens or remain
foreign nationals. Since the citizenship of several Japanese, UK, Italian,
and West Germans is in question, foreign nationals could be in the audience.
According to the Committee, none of their members represent foreign
governments. Although the Chicago Committee officers state that all sessions
are off-the-record, an event that includes foreign nationals cannot be
considered off-the-record by our definition. Working members of the Dress
will not be present. I will remain throughout the meeting.

Chinese Finance Minister Wang Bingqian, Chairman of Fiat Gianni Agnelli,
Assistant Secretary for European and Canadian Affairs Rozanne L. Ridgway,
British Foreign Secretary Sir Geoffrey Howe, and Chairman of the Joint Chiefs
of Staff Admiral William Crowe. (See brochure in back of book for further
information including membership list.) John McMahon spoke to this group in
April 1983.
The Committee is sponsored by the broader-based Chicago Council on Foreign
Relations, a non-partisan organization founded in 1922 that has a membership
of approximately 15,000. The mission of the Council is to inform area
citizens of significant international issues and their bearing on American
foreign policy through addresses by leading statesmen, discussion groups, and
other activities. Research activities are sponsored in foreign policy,
international relations, international economics, and major political
developments within countries. (See back of book for the brochure "American
Public Opinion and U.S. Foreign Policy 1987.") The Council also maintains
data from public opinion surveys.

SUBJECT: Invitation to Address the Chicago Committee
of the Chicago Council on Foreign Relations
1. Action Requested: Accept or decline an invitation to address the
members o the icago onmittee of the Chicago Council on Foreign Relations
luncheon meeting at the Chicago Club in Chicago on a mutually convenient
date. The program year runs from September through June.
2. Background: Mr. James F. Bere, Chairman and CEO of the Borg-Warner
Corporation and airman of the Chicago Committee, has invited you to speak to
their membership on important issues in international affairs. The suggested
format is 30 minutes of remarks followed by 20 minutes of Questions and
Answers. According to Mr. Bere, all sessions are "off-the-record." You could
expect an audience of 40 - 50 influential business, financial, academic, and
other professional leaders from Chicago and the surrounding region. Although
a publisher could be present, there will be neither working members of the
press nor foreign nationals in the audience.
The Chicago Committee's membership of approximately 570 is made up of
