As valuable as the study of intelligence as a profession can be, the context of our work must not be missed or taken for granted. This program will build on the Consortium's meeting last April on "Threats and Opportunities Facing the US in the 1990's." The purpose of the upcoming colloquium will be to explore how the US can go about obtaining and using the intelligence necessary to meet the anticipated challenges of the next decade. The Colloquium will be held at the International Club in Washington, DC, on December 4-5, 1987. We have asked specialists in a variety of fields to present papers attempting to anticipate the collection, analytical, covert action and counterintelligence requirements the US will need for the remainder of the 20th Century. In discussing each element of intelligence, three areas will be examined: (i) the kinds of intelligence missions or products the US should seek in the next decade; (ii) the procedures, resources, personnel, etc. necessary to accomplish these objectives; and (iii) the bureaucratic or organizational structure that would enable the US to accomplish these missions. For your information, we have attached a preliminary program.
