It was nice to hear from you again; thank you for your letter of
6 November.
I appreciate the invitation; I plan to attend. My goal is to be there for
both days, but at the absolute minimum I want to attend the session on Friday,
4 December on collection.
In addition to your agenda, I consider it vital that any such endeavor
address the issue of interaction of intelligence and policymakers. As
valuable as the study of intelligence as a profession can be, the context of
our work must not be missed or taken for granted. If we lose sight of our
most fundamental purpose, all the perfection we can create in our own world
can be wasted.

I an writing to invite you to participate in
our colloquium on "Intelligence Requirements for
the 1990's." This program will build on the
Consortium's meeting last April on "Threats and
Opportunities Facing the US in the 1990's." The
purpose of the upcoming colloquium will be to
explore how the US can go about obtaining and using
the intelligence necessary to meet the anticipated
challenges of the next decade.
The Colloquium will be held at the
International Club in Washington, DC, on
December 4-5, 1987.
We have asked specialists in a variety of
fields to present papers attempting to anticipate
the collection, analytical, covert action and
counterintelligence requirements the US will need
for the remainder of the 20th Century. In
discussing each element of intelligence, three
areas will be examined: (i) the kinds of
intelligence missions or products the US should
seek in the next decade; (ii) the procedures,
resources, personnel, etc. necessary to accomplish
these objectives; and (iii) the bureaucratic or
organizational structure that would enable the US
to accomplish these missions. For your
information, we have attached a preliminary
program.

Participating in this program will be current and former
intelligence practitioners, academics, and specialists from
Congress and the media. The papers will be distributed to
participants in advance. At the colloquium, the paperwriters will
summarize their conclusions, and discussants, who have different
perspectives, will critique the papers. The floor will then be
open to general discussion. To stimulate a frank exchange of
views, remarks made during the discussion period are not for
attribution, except with permission of the speaker.
I very much hope that you will be able to participate in all
or part of this program. Please return the attached sheet
indicating which sessions you plan to attend as soon as possible.

I am writing to ask you to serve as a
discussant at our forthcoming colloquium on
"Intelligence Requirements for the 1990's." This
program will seek to explore how the US can go
about obtaining and using the intelligence
necessary to meet the anticipated challenges of the
next decade. For your information, I have enclosed
the proposed agenda for this meeting.
We would like you to comment on US analytical
requirements for the 1990's. We have asked two
paperwriters to address the following subjects:
(i) the kinds of analytical products the US should
seek in the next decade; (ii) the kinds of
procedures, resources, people, etc. necessary to
accomplish these objectives; and (iii) the
bureaucratic or organizational structure that would
enable us to accomplish these missions.
We should welcome your views on any or all of
these subjects, and/or your comments on the papers,
presented by Paul Seabury (former PFIAB member) and
Elliot Cohen (DoD and PFIAB consultant). We would
like you to speak for fifteen to forty-five
minutes, and of course would understand if you
could not stay for the entire session and had to
leave after your remarks.
The Colloquium will be held at the
International Club December 4 and 5, 1987. The
panel we would like you to participate on is
scheduled for Friday, December 4. To accommodate
your schedule we can either hold it in the morning
or afternoon.
