Dissatisfaction with the Reagan Administration policy on Mozambique is currently
reaching a peak of crisis proportions. As you are aware, the Senate has put the
confirmation of the State Department's nominee for ambassador to that country, Melissa
Wells, on hold. Unfortunately for the administration, this confirmation is being chiefly
opposed not by traditional enemies of the President, but by his friends.
Under the current administration policy our government refuses to even speak to the
RENAMO freedom fighters or their representatives, even though all accounts show them
to be in control of 60-80 percent of the country. Melissa Wells summed up this position
when she at first claimed that RENAMO did not even exist and then later referred to
them as "bandits".
It is rather difficult to explain why it is U.S. policy to ignore an indigenous insurgent
force calling for Democratic reform, so as not to damage our relationship with a Soviet
inspired Marxist-Leninist regime. As you know we have never been successful in
"weaning away" an entrenched government that is so committed to the Soviet Union and
socialism. Indeed our current policy cannot succeed and may be preventing a string of
democratic victories.
As was discussed when you attended the Stanton Group meeting on March 12, many of us
in the conservative movement and on both sides of the aisle in the House and Senate are
beginning to view Mozambique as the key to southern Africa. It would be rather ironic
and tragic for the Reagan administration to drop the ball on the so called "Reagan
Doctrine" by failing to support the cause of freedom in a country as strategic as
Mozambique.
It is my opinion that this clear policy problem should by ironed out at the top, not at the
sub-cabinet level. I am writing to you on behalf of the many pro-defense groups that I

meet with regularly to ask you to push for a full NSC meeting regarding the Mozambique
question, and to brief the President on the importance of recognizing and supporting the
RENAMO freedom fighters. A full and thorough review of Administration policy in this
area could lead to a significant change that would be in the best interest of the peoples of
Mozambique and the United States.
