MEMORANDUM FOR: Associate Deputy Director for Administration

SUBJECT: Electrical Cable Origination
1. The possibility of electrical cable origination and release has
become an issue of widespread concern in the Agency as the capabilities
of WANG and AIM systems begin to be fully realized. A number of prototype
and test capabilities have been created with varying objectives and
characteristics. I believe it is time to review Agency policy in this
area as it affects these systems and their appropriateness to the Agency's
mission.
2. I have invited personnel from the other Directorates to a briefing
and discussion on the subject. Based on a favorable outcome of the
discussion, a working group will be formed to address the situation and
develop a draft Agency policy statement regarding electrical cable
origination. Following complete coordination of the policy statement
OIT would then be in a position to provide the mechanisms for its
implementation.
3. The working group will consist of representatives from the other
directorates and from OIT Operations. It is recommended that an
individual be identified to represent the Directorate of Administration.
