Attached for your review and approval is a draft concept paper for the joint undertaking by the Office of Communications (OC) and the Office of Information Technology (OIT) of the devel- opment of an Agency Network Management System (NMS). The concept paper is the product of a small team of technical professionals from OC and OIT, knowledgeable of the re177tivities and the architectural thrusts of the two offices. 2. The principal finding of the team's assessment is that a jointly sponsored and staffed program is needed because of the strongly interacting character of the evolving Agency network. A single, jointly staffed project office is recommended to manage the development of the NMS. Also included in the paper are as- sessments of the character of the operational control topology that is required (by exam project organization structure and a near term schedule.
