U.S. Classified Cryptographic Information
REFERENCE: DDI-111-86, dtd 19 February 1986' "'t$S,'
1. We welcome the opportunity to review and comment on
subject proposal. Needless to say we heartily endorse any
effort to improve the security of classified government
operations and communications. We are in the process of
performing a staff study which focuses on requiring a
counterintelligence-scope polygraph for Agency contractor
personnel who are granted cryptographic clearances. We are
sharing this information with your Communications Security
Div is ion.
2. We believe that the proposed policy is a major step
forward. However, we also see room for additional stringency
in the policy statement. The following changes to the original
policy statement reflect our thoughts:
"Is a native born or has been a naturalized
U.S. citizen for a period not less than five years;"
"Receives access approvals and a security briefing
appropriate to the program being accessed and the
U.S. classified cryptographic information they will
be exposed to;"

SUBJECT: National Policy for Granting Access to

Section I Para 3.g.
"g. Consents to and is administered a counter-
intelligence (CI)-scope polygraph within 90 days
of receiving the clearance. Thereafter, a CI-scope
polygraph is to be administered on an aperiodic
basis. The polygraph examination will encompass
questions concerning espionage, sabotage, and
unauthorized giving or selling of classified
information to, or unauthorized contacts with,
representatives of foreign governments or agencies."
