Delivery 1 system to support immediate processing of precedence

SUBJECT: DO Requirement for SAFE Upgrade
1. The Directorate of operations has nearly two years of
experience using the SAFE system (SAFE Early Capability).
While we find that the system provides the basic functionality
we need to disseminate incoming electrical traffic to our
operations personnel, we note one major deficiency which
requires immediate attention. There is an untenable delay,
sometimes up to an hour, in delivering the messages after they
enter the SAFE system. As I am sure you can understand, this
is unacceptable in the case of high precedence traffic related
to crisis situations.
2. We therefore request your priority support in enhancing
the system to eliminate, or severely reduce, this delay. We
need delivery of Critic and Flash messages within 1 minute,
Immediates within 5 minutes, and Priorities and Routines within
30 minutes. The traffic should be sorted in priority order
such that the highest precedence traffic appears first in any
queues encountered by the users. Your timely support of this
urgent requirement will be very much appreciated
