1. The Counterterrorism Center ~CTC) wishes to express

support provided by OIT/GOG/MDCA. Mr.

2. Because of the worldwide nature of the terrorism problem,
the timely flow of electronic correspondence to and from the
Center is critical to meeting ou'r operational responsibilities.

continued, with necessary adjustments and fine tuning taking place
on an almost daily basis. When necessary, time critical updates
were accepted telephonically and implemented almost immediately.
'Phis service and cooperation continues to play a major role in our
ability to answer the mail. We rely heavily on his judgment and
knowledge of the electronic and manual processes in use, and he
has frequently alerted us to potential problems and has always
been prepared with a recommended solution.
3, performance once again is a clear
demonstration of why CIA is different from the normal federal
bureaucracy. His dependability, cooperativeness, knowledge, and
"can do" attitude is of the highest caliber. This has truly been
an example of Excellence. Please convey to my
