Maloney Director of Information Technology Enclosed you will find the files of three candidates, any of which I believe will do an outstanding job as Chief of the Field Systems Group. Each of them, while having technical backgrounds with different emphases, has strong technical management experience. has been in our Operations area for virtually his entire career. He understands the hardware and software configurations, the management techniques to keep and maintain high availability and reliability levels, and understands the mechanisms and management issues associated with installing and maintaining systems. has served in several staff type positions since returning to the government four years ago. In his five years with industry, Dave was very successful in technical management positions with ORACLE, Inc. He has strong management experience and would be an asset to IMS as it looks to the future. is a relative newcomer to CIA, having joined us in June of 1986. In reviewing Jim's file, I direct you to his resume for an overview of his experience. Please do not be misled by his PAR ratings for the one PAR in his folder. We had him in the wrong position, one that was way too technical for his background, and therefore he did not do well. Management is his forte. His next PAR is in the making and I am told by his supervisor, Chief of CSPO, that there will be significant improvement in the ratings of his performance. As I mentioned in our discussion, should you select an OITer, I am also proposing to move five positions and people to IMS to support your work in CRAFT. Additionally it would be my intention to move the GEORGE project as it moves fully into the development cycle (probably sometime in the spring of '88). In summary, you and I have had several discussions about my desire to support the CRAFT program. I believe the nominees noted above are all strong candidates, and my proposition to add positions to the Field Systems Group and integrate GEORGE are consistent with that pledge of support.
