SUBJECT: DO Requirements for Extension/Renewal of
Contract With Wang Laboratories FI
1. This memorandum highlights the need for the
continuance, without interruption, of a contract to purchase
Wang equipment to meet the needs of several ongoing efforts

support in this effort prior to the Wang contract expiration in
September 1987. =
2. I have been made aware of recent discussions about a
possible requirement to recompete the Wang contract. With the
budget reductions that we are all facing, it is imperative that
the current favorable pricing continue, and equally important
that we not be confronted with a very costly and untimely
transition to another vendor. It is my understanding that Wang
has made a proposal for continuation. The Information
Management Staff will be happy to assist you in justifying such
an action. Our requirements are described in the following
paragraphs. =
3. The Field Systems Group is in the midst of a program
(CRAFT) to automate our field offices worldwide. This project
are currently equipped, with plans tor an aaaizional
FSG has in excess of 3000 pieces of Wang equipment in use
with a very heavy investment in a repair program to support
them in a way that meets our security requirements. Over three
years and a million dollars have been invested in unique
software for the Wang Alliance systems to provide
tailored support to our field offices, and there are ongoing
efforts for additional capabilities. One of the major efforts
is a total office concept that is much like SAFE and

SUBJECT: DO Requirements for Extension/Renewal of Contract
With Wang Laboratories
AIM. A second is a large, complex database package to assist
with the voluminous name trace requirements that confront our
field offices. We are also in the second and final year of
developing a disk subsystem with hardware encryption capability
for the Wang Alliance system. With these, and other
considerations such as worldwide training efforts and support
structures that are expensive to establish and have long
development cycles, the DO simply c n t accommodate a switch
to a different vendor at this time
4. Within Headquarters, IMS Systems Group is pursuing a
very aggressive and expanding automation program in the DO. We
25X1 have Wang workstations in use now and have
plans for more. Our current projections show that even with
the availability of a-new PC workstation and advances in local
area networks we will not eliminate a major holding of the Wang
equipment. We are working with your staff and others to
enhance the functionality of our Wang investment by
facilitating mainframe connectivity. In the meantime, we are
being deluged by numerous, high-priority requirements to
provide word processing services to such critical activities as
the Counterterrorism Center, the and
