While your figures reflect a poor distribution of terminal connectivity for OTE Headquarters employees, the problem is nonetheless universal. We are constantly asked to increase connectivity for all Headquarters customers. 2. We are beginning to achieve this as a result of our new secure data and phone (PBX) switch. The additional 10 PBX ports in the Learning Center are a step in the right direction. We are still a few months away from additional connectivity based on current PBX schedules. 3. Activity is underway to provide increased connectivity for our outbuilding customers. We have purchased communications hardware and are developing the capability to use IBM's System Network Architecture (SNA) which will add connectivity for customers who do not have access to the Headquarters PBX. While this is a developmental task, we expect to have operational relief by early fall. There are other issues which we need to address with you and our other outbuilding customers. These include funding and purchase of terminals for use in outbuildings. 4. In the meantime, please bear with us over the next couple of months. If you do not see actual improvement on connectivity, we will take additional action to help your most urgent priorities. Edward J. OTE is woefully short of ADP support --particularly in the Headquarters area. I ask for whatever help you can give to remedy this difficult situation. The key primarily is ports; we must have more. And we will take any we can get. 2. Based on information I have received concerning the approximate ratio of employees to terminals (Delta Data, Wang, PC) connected to VM in the various directorates, OTE is considerably lacking in equipment. I believe the ratios are as follows: 3. While we currently have Wang Alliances on order that will improve the ratio in the Headquarters area to 2.5 employees per device by the end of FY 87, this still leaves us considerably short of equipment used by most other offices. DDA DDI DDO DDS&T DCI OTE (Headquarters) 4. The shortage of ADP equipment, especially devices connected to VM, means that OTE cannot make full use of the software available in the Agency. Very few employees have a terminal on their desk. This means that they make much less use of AIM to send messages than they otherwise would. Various administrative support personnel such as Security, Personnel, Logistics, and Finance have to walk to some other room in order to access Agency database systems. Instructors and training assistants must leave their own work area in order to access the mainframe system to create class rosters, training materials, and other documents. Finally, OTE management finds it awkward at best to gain physical access to equipment. Recently, my request for a Delta Data terminal for access to Execunet was turned down.
