MEMORANDUM FOR: Director of Information Technology
SUBJECT: Memorandum of Agreement - The Transfer of OC
Responsibilities on the HATS Network to OIT
1. As agreed to in our previous discussions, responsibility
for the Headquarters Area Transmission System (HATS) and all
Washington Metropolitan Area wideband transmission networks is
hereby transferred from the Office of Communications (OC) to the
Office of Information Technology (OI_T). Included in this transfer
is authorization for OIT to expend funds from OC FAN number 79-4450
in FY-88. Action will be taken to transfer responsibility for
out-year programming of funds from OC to OIT. No positions or
personnel will convey with this transfer. ~~
2. The transfer of responsibility for the domestic wideband
transmission networks from OC to OIT include the following:
? Project Engineering
? COTR Support
? Liaison Activities

We would, of course, be
interested in keeping abreast of OIT's plans in this area. In
order to effectively transfer OC's responsibilities for the
domestic wideband transmission networks, an exchange of informa-
tion has been taking place between OC-ED and OIT. For additional
