Agency
1. Attached for your signature is a memorandum forwarding an interim DCI
response to Lieutenant General Julius Becton, USA (Ret), FEMA Director,
regarding intelligence support. PPO and CCISCMO personnel have met with
General Becton, his Deputy, and the FEMA Security Officer during the last
several weeks to better scope the intelligence support requirements issue
which was raised during the 28 March 1988 meeting between Judge Webster and
LTG Becton.
2. The current level of intelligence support to FEMA is adversely
affected by: 1) lack of FEMA staff depth of knowledge on intelligence to
adequately define the support needed, 2) acquisition of intelligence gained on
a piecemeal basis, and 3) no formal identification of the essential elements

REFERENCE: DCI Memorandum to D/ICS, dtd 29 March 1988, Subject:
Meeting with FEMA Director, 28 March 1988
1. Action Requested: That you sign General Julius FEMA Directnr a follow up to
your meeting with him on 28 March 1988 (see Reference).
2. Discussion:
o Intelligence Community Staff personnel have met during the past
several weeks with FEMA personnel to better determine the full range
of assistance the FEMA Director seeks. Factors affecting FEMA
dissatisfaction regarding intelligence support include:
-- Lack of FEMA intelligence staff knowledge of how to go about
obtaining intelligence support.
-- FEMA intelligence staff has never officially registered their
full range of essential elements of information (EEI), has not
previously discussed their total requirements with a single
focal point, nor registered formal statements of intelligence
interest.
o Preliminary meetings were productive; however, much work is still
required. The Intelligence Community Staff (ICS) will continue to
work to coordinate and improve intelligence support to FEMA.
-- FEMA is currently in the process of preparing EEI's for delivery
to ICS--receipt anticipated within two weeks.

-- FEMA participation as a potential intelligence consumer in
selected interagency groups and DCI committees will be arranged
and coordinated through the ICS.
o Determination of how best to respond overall to the FEMA intelliggC~

o Attached memorandum to LTG Becton closes the loop as a result of the
28 March meeting and should promo continued FEMA/ICS coordination
on intelligence support matters.

SUBJECT: Assistance on Intelligence Matter
1. The recent meetings between members of our Staffs appear to have
produced excellent strides in determining the general characteristics of the
FEMA intelligence support requirements. The meetings have been very
productive in focusing on the wide range of FEMA mission-related
responsibilities which require Intelligence Community support. Continued
dialogue should assure specific FEMA inte re incorporated appropriately
in the intelligence requirements process.
2. Much work appears still to be required in defining the full scope of
FEMA support, however. The working level relationship established to date
forms an excellent foundation for the steps ahead necessary to formally
consider your prioritized information needs. I understand that your office is
currently in the process of preparing a formal request for intelligence
support, including specific essential elements of intelligence information,
which we can use to most effectivel generate Intelligence Community support
responsive to your needs.
3. I encourage you to continue to work with the Intelligence Community
Staff to formulate your intelligence needs. If there are any additional
actions on this matter that you would like to bring to my attention, please
let me know.
