Support to Huberman Space Advisory Panel
Action Required: None; this is for your information
2. Background: Last May, you were contacted by Ben
Huberman, who is serving as Chairman of the Technical Advisory
Committee to Space Command, with a request for a Community
assessment of the threat to the ground-based segments of our
space assets, in support of the Panel's own study. At that time,
you accepted National Intelligence Officer for Strategic
Programs' recommendation that rather than produce a new National
Intelligence Estimate or Interagency Intelligence Memorandum, we
instead provide already-existing materials and make available any
briefing support necessary.
3. Status Report: We did pull together a set of
publications that bear on the concerns of the Huberman panel, and
he and a colleague (Jim Wilson of the Naval Studies Board) came
out to review the package. As a follow-on, I recently
accompanied two CIA officers
when they briefed the full. panel.
Both briefings were very well received,. and I doubt that we will
be asked for any additional support to this study effort. F

I do not think it would be particularly
worthwhile to do a new assessment of the
threat-to ground facilities. While the
material available is pretty thin, it does
make the point that these facilities are
generically vulnerable. To assess the actual
threat, you would have to do a great deal of
site=specific analysis. I think the best
way to satisfy the Committee's needs-is-to
brief them.

I'm pleased to hear of your work as Chairman of the
Technical Advisory Committee to the US Space Command, and in
particular of the Committee's interest in the question of the
threat to the ground-based segments of our space assets. While
it is true that we have not put together in a single publication
a comprehensive Intelligence Community assessment of the threat,
we have addressed the issue in some detail in a variety of
related contexts. Specifically, I believe you will find some
very useful material in a number of publications put out by the
National Intelligence Council, Central Intelligence Agency, and
Defense Intelligence Agency over the last two years.
I would suggest that you get in touch again with Larry
Gershwin, who will make this material available to you at your
earliest convenience. Once you have reviewed it, please feel
free to discuss with Larry any additional intelligence needs you
and the Committee may have beyond what already exists. Although
I would be somewhat reluctant to direct a completely new
assessment on the subject at this point, I feel certain we can
meet your needs through some combination of existing
publications, briefings, and meetings with principal analysts.

I'm chairman of the Technical Advisory Committee to the United
Space Command, which was recently established by General
Piotrowski. The committee contains several of our former
colleagues, such as Rosie, Jasper Welch, Jim Woolsey and Gerry
Dineen. (C)
Our initial task is to examine the robustness of command and
control for the Space Command's assets in space. In the process
of addressing this issue, we've been struck by the absence of a
comprehensive intelligence assessment of the threat (national and
terrorist) to the ground-based segments of our space assets.
Some of these are quite vulnerable and not adequately redundant,
a combination which could put certain systems out of action for
a long while. Accordingly, I recommend that you direct an
assessment of the threat to the ground-based segment. (C)
