I have your letter of December 4th mentioning the
problems you have had since your hospitalization in
October, 1966. I am certainly sorry about that. I
believe the odds are extremely low that you would have
been one of those persons to whom drugs were
administered without their knowledge in CIA-sponsored
programs. We did do a thorough search for anyone we
could identify who had been the subject of such
experimentation. Moreover, the total number of people
involved in that program was very small. It is also
my recollection that very few were patients in
hospitals at the time.
Nonetheless, I am forwarding your letter to the
CIA. Only they could check the dates and places of
your hospitalization with known instances of
experimentation. I am sure that if they have any
information that would help you, they will provide it.
Again, I am sorry for the problems you have
endured. I sincerely hope they were not occasioned by
any activities by our government.
