Dear Mr. Chairman:
The Director has asked me to respond to your letter of
23 March 1988 requesting the declassification of the 5 May 1971
testimony given by former Director of Central Intelligence Helms
before the Committee on Foreign Relations.
The transcript and specific passages requested by the National
Archives researchers have been forwarded to the appropriate
component of the Central Intelligence Agency (CIA) for their
review. I will report our findings after the examination is
complete.

1. I am enclosing the letter from Senator Pell
requesting the additional declassification of DCI Helm's
5 May 1971 testimony before the Foreign Relations Committee.
The Senator asks that we honor the request made by
researchers at the National Archives for further down-
grading of specific passages.
2. While I have sent an interim response to the Senator,
I need to know who in your office will be my point of contact
on this request and what I should expect as a realistic time
frame for our final answer to the Senator.

Dear Mr. Webster:
The Foreign Relations Committee has received a request
for the declassification of material contained in the
transcript of a briefing regarding Brazil given on May 5,
1971 by former CIA Director Helms. The transcript was
partially declassified by your Agency in January 1985, and
the Committee has released a sanitized version to the
National Archives for use by researchers. The present
request pertains to some of the excisions made at that time.
Enclosed is a copy of the transcript and a list of the
specific passages for which a further declassification review
is requested. I would appreciate your advising the Committee
whether there is any objection to the release of this
material.
