Your recognition of service is most appreciated and STAT hopefully applies to the efforts made by the entire staff as they respond to the day-to-day requirements of our oversight process. As you have stated, the role of our Congressional staff pf-ficer is very delicate and only our most qualified and experienced officers are assigned here. They must have a very broad knowledge of our programs and the Agency, and provide the required information necessary for Congress to fulfill its constitutional responsibilities. This assignment is different from anything that these officers will do in their careers as they leave their area of substantive expertise and develop the relationships with those who have jurisdiction over our resources. In the forefront of this dialogue are those people assigned to the legislative liaison organizations within these agencies. Without such personnel who are fully conversant with the CIA program requirements as well as the realities of the congressional appropriations process, it would be difficult, if not impossible, for the Congress to fulfill its constitutional responsibilities.
