I wish to thank you for your very kind letter of 22 March
which commends for his efforts during STAT
his tenure as one of our Congressional support officers. Your
recognition of service is most appreciated and STAT
hopefully applies to the efforts made by the entire staff as
they respond to the day-to-day requirements of our oversight
process.
As you have stated, the role of our Congressional staff
pf-ficer is very delicate and only our most qualified and
experienced officers are assigned here. They must have a very
broad knowledge of our programs and the Agency, and provide
the required information necessary for Congress to fulfill its
constitutional responsibilities. This assignment is different
from anything that these officers will do in their careers as
they leave their area of substantive expertise and develop the
relationships with those who have jurisdiction over our
resources.
In closing, let me again thank you for honoring
and I-join you in recognizing his accomplishments over the
past three years.

One of the more important relationships that any federal agency must
foster is with the congressional committees which have jurisdiction over its
resources. In the forefront of this dialogue are those people assigned to
the legislative liaison organizations within these agencies. Without such
personnel who are fully conversant with the CIA program requirements as well
as the realities of the congressional appropriations process, it would be
difficult, if not impossible, for the Congress to fulfill its constitutional
responsibilities.
It is in this context that I wish to thank you for the outstanding
support provided to the Committee by

consistently met the demanding role of the "honest broker" between the
Committee and the CIA by recognizing our needs, but at the same time
vigorously defending the budgetary requirements of the CIA. This is a
