The primary purpose of this mission is to assess the current status of narcotics production in Mexico, to stress the importance of the narcotics issue to the new Mexican Administration, and to examine drug trafficking patterns and interdiction efforts through Caribbean Basin transit countries. One of the most important countries on our itinerary is Cuba. We have all read numerous allegations in the printed press concerning the Cuban government's involvement in narcotics trafficking, and, in particular, President Castro's ties to General Noriega of Panama.
