-.On June-28 Navy Captain William Nordeen was killed by a
car .bomb planted by a terrorist group on the route .from his
home to hisbffice_at.the 'U.S. Embassy in Atbens. Captain
Nordeen was serving is the Defense Attache We Embassy Athens at
the time. /
Pursuant to Section 301 of P.L. 99-399, I am convening an
Accountability Review Board to examine the facts and
circumstances surrounding this incident .and to report on the
adequacy of security procedures and on the breach of duty by
individuals, if any. I will then report to the Congress on the
recommendatiOns of the Board and on what actions I have taken.
Section 302 provides that the Board shall consist of five
members, four including the Chairperson appointed by the
Secretary of State, and one appointed by the Director of
Central Intelligence. All members, of course, will require
appropriate security clearances. The State Department will
provide the necessary facilities and services to support the
work of the Board.
I plan to announce later this month that an Accountability
Review Board will be convened and to announce, as well, the
membership of the Board and generally to state its purposes.
We would appreciate receiving the name of your nominee to
the Board by July 18 so that all members can be announced at
the same time.
