The Council of American Ambassadors extends you a warm
invitation to inpa FaF -mweee ang -on ceme`?ls't
& the 5tat ! -rtm The Council, a bi-partisan
organization, is comprised of approximately 200 current
former non-career U.S. Ambassadors. One of its many
activities has been the sponsorship of eight highly
successful international affairs oriented semi-annual
meetings. Past participants have included, among others,
Vice President Bush, Secretary Shultz, William Casey, William
Colby, Dr. Zbigniew Brzezinski, Senators Lugar and Percy,
Secretary-General Perez de Cuellar, Dr. Henry Kissinger,
Caspar Weinberger, Admirals Crowe and Yost, General Vernon
Walters, Dr. David Warnke, and Paul Nitze. I am enclosing,
for your information, copies of our membersip list and Spring
1988 meeting program.
Our program will concern two basic issues: the foreign
policy transition (morning session) and aspects of Reagan
Administration foreign and national security policy
(afternoon session). Your experience and insight would prove
to be a valuable addition to the afternoon session. Our
programs are run on a non-attribution basis. am willing to
discuss the nature of your participation at your earliest
convenience. An individual address would be preferable,
perhaps speaking to the role of the Intelligence Community in
foreign policy formulation, the problems encountered with
Congress in the intelligence area, and the impact of rapid
technological innovation on intelligence gathering
capabilities. A luncheon will be served for all
participants, Council members, and guests in the Benjamin
Franklin ballroom at State. The luncheon address will be
given by Ambassador David Abshire, President of the Center
for Strategic and International Studies, and concern the
future of the Atlantic .Alliance.
While the panelists for the transition program will, out
of necessity, remain undetermined until after the election, a

number of individuals have been invited to participate in the

Council would be honored by your acceptance of our
invitation.
