1. It occurs to me that the President-elect may take
me up on my offer for briefings in the areas described in my
letter. I think you should give some advance planning to individ-
ual experts who might contribute to those specific briefings.
I'd appreciate having such a tentative list with the subjects
each would presumably cover.

Dear Mr. President-elect:
November 9, 1988
I have asked that the enclosed notebook be prepared
to provide you and the Vice President-elect a concise overview
of current national security issues.
Because you have kept yourself fully informed, much
of what is included is already familiar to you. The notebook
has been designed as a ready reference with facts, graphics
and insights that we hope will be helpful to you as you focus
more directly on your upcoming responsibilities.
I want to highlight four developments that probably
will require U.S. action between now and early spring and several
developments of grave but longer range concern for which you
also should be prepared. I have tabbed those sections of the
notebook that provide additional background.
