Webster Acting Director 7 Ce6ffa5- -t ce Agency Washington, D.C. 20505 Dear Mr. Webster: One of the primary goals of the National Defense University, has been the redirection of the research efforts of it's faculty, staff, and students toward addressing the needs of the policymaking community. The Institute for National Strategic Studies is responsible for monitoring such policy-oriented work at NDU. Most of our students at the Industrial College of the Armed Forces and the National War College, many of whom are nationally recognized authorities in their areas of expertise, fulfill a research requirement during their year here. Although their selection of topics is a matter of personal choice, we strongly encourage students to choose their research projects from current National Security issues as suggested by the policymaking community. As we did a year ago, I am writing to you and a number of other senior officials in the national security policy and management community to learn what longer term research topics are of interest to your agency. A copy of last year's topics are enclosed along with a sheet for new submissions. The topics you provide will be offered to our students in August when they make their selections for the new research cycle. Student research accomplished by the incoming class of 1989 and approved for release by the University will be forwarded to you in July 1.989. We would appreciate receiving your respon'se(s) by 5 August 1988, if at all possible. This University is committed to producing studies illuminating important national security issues for senior policymakers; we attempt to involve the requesting agency in the development of the project and encourage interpersonal relations and face-to-face exchanges. However, where extensive travel is involved, we have to ask for your support. If you have any questions, please contact me, or my representative in this matter, Ms. Debbie Jefferson, at (202) 475-1192. We look forward to your cooperation and involvement in this process and welcome the possibility of contributing to the understanding and resolution of issues of mutual interest. Respectfully Enclosures ohn E.
