SUBJECT:- Task Force Proposal on Agency Classification
System
1. A simplification of position classification is long
overdue and I concur in principle with the direction of the task
force report. I would only comment that implementation is much
more complicated than this memorandum leads one to believe and the
DO intends to implement carefully.
2. With respect to the budget management system, I fully
agree with the plan to proceed with development, but I see it
complementing, not replacing a position management framework, at
least in our lifetime.
