On behalf of Bill Danforth and the other members of Hugh O'Brien
International Leadership (HOBY), Charles Knight has invited you to address the
1988 HOBY Conference on 4 August in St. Louis. The meeting will be held at
the Clarion Hotel in St. Louis. You are requested to participate in a panel
with US Attorney General for the Eastern Region, Tom Dittmeier, and
Prosecuting Attorney for the city of St. Louis, George Peach. The suggested
format is for each of you to give 15 - 20 minutes of remarks followed by a
question and answer period. The suggested topic is "Crime: An International
Dileimna." You could expect an audience of 250 in attendance, including 180
high school sophomores. Chief Justice Warren Burger is invited to speak at
another session of the meeting. The media will not be invited to cover the
conference. Although Mr. Knight mentioned in his letter that you had been
asked previously to address one of their conferences, there was no record of
this in the FBI's or Agency's files.
The date of the HOBY Conference, 4 August, could conflict with any August
vacation plans that you might have. in addition, the ABA .Conference which you
may wish to attend is scheduled from 4 - 11 August in Toronto. I recommend
that you decline this invitation and have attached a letter of regret for your

national Leadership (HOBY), it is my pleasure to invite you to address the 1988
HOBY Conference on August 4, 1988 at the "Clarion'Hotel iri St. Louis.
In prior years you have been invited to participate in the~HOBY Conference at
other city sites, so I am sure you have knowledge as to-the purpose of HOBY and
the goals this excellent organization has achieved. I have attached some informa-
tion en the organization,
Bill Danforth is host of this year's Conference,-and I am serving as one of the
program committee members. The agenda session which we would appreciate your
addressing is "Crime: An International Dilemma".
We propose to have panelists respond to and amplify your remarks. There will also
be a question and answer period. The session begins at 8:00 A.M. CDT, and there
will be about 250 persons in attendance, including the 180 young adult participants.
HOBY will be responsible for your travel expenses based on corporate contributions,
and Emerson will make a corporate aircraft available to you so that your time conl-
mitment is minimized. Additional details and arrangements will be worked out as
the Conference draws near.
