In talking to our office, John O'Connor, who made the request for the Rotary, characterized the speaking situation as a "good neutral public platform." The Rotary Club requested that you speak on a topic similar to your Aspen speech. I suggest that the speech that you gave to the Council on Foreign Relations in December, "Central Intelligence: Its Role In a Free Society" would be appropriate for the Phoenix Rotary. Because there will be more than 300 in the audience, I have attached a full text as well as an outline.
