Thank you for your invitation to address the graduating class of special
agents and to be present at their induction ceremony into the Diplomatic
Security Service. Unfortunately, I will be tied up in Congressional testimony
on February 26th and must decline. Please give my congratulations to the men
and women that have passed your rigorous course. They serve as first line of
security in protecting US diplomats and installations overseas. We could not
carry out our work without them.

The Assistant Secretary for Diplomatic Security of State Department,
Robert E. Lamb, has invited you to speak 'at the graduation and induction
ceremony of their special agents program. The ceremony takes place at State
Department on Friday, 26 February at 12:00 noon. The suggested format of your
address is 10-15 minutes of remarks on a topic of your choice. You can expect
an audience of 48 graduates and 300-400 friends, relatives, and colleagues.
The media will not be present.
The Diplomatic Security Service, created in 1985, resulted from the
efforts of Admiral Inman and the Advisory Panel on Overseas Security that he
chaired. According to Secretary Lamb, the DSS has grown in the past two years
more than any organization in the history of the Department. Thirty-six
classes have graduated from the special agents training program. The program
is selective with approximately 7 out of every 100 applicants hired who apply
for the special agent program... An,..addi:ti onal :5..,percent .fail ..the rigorous
5-month basic officer course.
The mission of the DSS is to provide a secure environment for the conduct
of American diplomacy and the promotion of American interests worldwide. In
addition, the special agents are responsible for developing and implementing
physical, technical, and operational procedures necessary to protect our
facilities, personnel, and national security information. Previous speakers
have been Secretary George Schultz, Congressman Daniel Mica (D, FL),
Ambassador Vernon Walters, and Commandant of the Marine Corps General
A. M. Gray.
I recommend that you ak to this group, and Chief of our
Counterintelligence Staffs e =concurs. If you agree, attached is a

The Diplomatic Security Service was created in 1985 as
a result of the work of Admiral Inman and the Advisory
Panel on Overseas Security he chaired. In the intervening
two years the Diplomatic Security Service (DSS) has seen
more rapid growth than any organization in the history of
the Department.
Throughout this growth DSS has maintained high
standards for its special agents. After strict initial
screening we ultimately hire only about 7 out of every 100
applicants to the special agent program. An additional
5 percent fails to complete successfully the rigorous
5-month basic officer course. To those who do, it is a
proud occasion.
We mark their completion of this program and their
formal induction into the Diplomatic Security Service with
a graduation ceremony on the Department's Eighth Floor.
These are important events for our Service. About 300-400
friends, relatives and colleagues of the graduates
normally attend.
On February 26, at 12:00 noon in the Department's
Benjamin Franklin Room we shall graduate 48 of these men
and women. On behalf of the class, I would like to extend
an invitation for you to be the graduation speaker and the
guest of honor at this ceremony. Previous speakers
