I would like to invite the continued. participation of the
Central Intelligence Agency in the Atlantic Council's Senior
Fellowship Program for the 1987-88 academic year. This
will be the seventh year of our Senior Fellowship Program.
During the current year, we have officers in our program
from the Army, the Navy, the Air Force, and the Department
of State, as well as from the Central Intelligence Agency.
During the time she has spent with the Council, we have
been pleased with the contribution made by
current Senior Fellow from the Agency.

We are convinced that the Senior Fellowship Program provides
mutual advantages to both the Agency and the Atlantic
Council, and therefore extend again the opportunity for
participation by the Agency.
The Council's Senior Fellowship Program provides outstanding
individuals with an opportunity to further expand their
knowledge and understanding of international affairs through
a program of individual study and research, and through
extensive participation in the Council's program of working
groups on policy projects and regular meetings at which
Senior Fellows' research is discussed.
During the year they are with us, Senior Fellows have the oppor-
tunity to investigate a wide range of political, economic,
security and informational problems and multilateral means
of dealing with them. They are able to meet, hear, and
work with the exceptionally qualified present and former
civilian and military government officials, business leaders
and academics who make up the Council's Board of Directors
and its Committees and Working Groups. The policy projects
that the Council will be conducting during the coming year include

an"Actio n Program for integrating economics and security which will explore and
make policy recommendations on the interrelationships between U.S. economic policy
and U.S. national security policy. The program will include the following case
studies on major foreign policy issues:
1. A Western Stake in the Soviet Economy? Assessing U.S. Economic and National
Security Interests
2. Western and Eastern Economic Constraints on Defense: Implications for Mutual
Security
3. Comprehensive Security: Balancing National Contributions to Western Well-Being
4. Longterm U.S.-Canadian relations
5. Longterm U.S.-Mexican relations
6. Assuring Western Technological Leadership
7. Managing the International Trade and Monetary Systems
Atlantic Council Senior Fellows will also have the opportunity to take part in the
Council's Successor Generation programs designed to ensure that future Western
leaders have the ideals that inspired the founding of the Atlantic Alliance. Finally,
Senior Fellows can take part in the wide range of programs conducted by.the NATO
Information Office of the Atlantic Council aimed at promoting understanding and -support
for NATO in the United States.
Participation in the policy projects and the Council's other activities provides
a Senior Fellow with the opportunity to secure wider understanding and perspectives
on a broad range of international issues, and the interrelationship of political,
economic, security and ideological factors. Senior Fellows will have the
opportunity to perform research and contribute background papers related to the
policy projects. In addition, Senior Fellows will be expected to carry out
individual research projects in accordance with their. background and qualifications.
Atlantic Council Senior Fellows will be selected from Agency nominees by a
Selection Committee constituted of Directors of the Council, which I will chair.
Fellowships are held for one year, normally commencing September 8, 1987. In
lieu of tuition, there will be a residence fee of $7,000.00 per year per Senior
Fellow to help defray the Council's organizational costs. Nominations should
be addressed to me at your earliest convenience.
We hope that the Agency will join with us in continuing the Council's Senior
Fellowship Program.
