Senior Staff Member of Brookings Institution, Warren Cikins, has invited
you to speak at Brookings Tenth Administration of Justice Seminar on Friday,
5 February in Annapolis, Maryland. Judge Sessions was invited to speak on the
same panel concerning the FBI, and he has accepted the invitation. The
suggested format is for both you and Judge Sessions to each give 20-25 minutes
of remarks followed by 20-25 minutes of discussion. The panel would begin at
3:15 p.m. and adjourn at approximately 4:30 p.m. You are requested to speak
on "Reflections on the Judiciary from the Vantage Point of the CIA." You
could expect an audience of 75 senior staff members of the House and Senate
Judiciary Committees, the Justice Department, and the Supreme Court as well as
the Administrative Offices of the courts, the Federal Judicial Center, and
representatives from several universities and research institutions.
Since you spoke to the Brookings Institution in November albeit in a
different forum, I recommend that you not accept another invitation so soon.
In his presentation, Judge Sessions will talk about developing public trust
through informing the public. Since that topic is similar to your own, I do
not think it is necessary for you to participate. If you agree, attached is a
letter of regret for your signature.

Tenth Administration of Justice Seminar on Friday, February 5 in
Annapolis, Maryland. The seminar is primarily for senior staff members
of the House and Senate Judiciary Committees, the Justice Department,
