and its President Angelo J. Siracusa, has relayed an invitation to you to be
the featured speaker at the Council's annual dinner in June or July, as a
fallback should President Reagan decline.- The audience would consist of about
1,000 area government and civic leaders.
In view of the fact that some of the audience might be among those who
will hear you speak at Bohemian Grove on July 22th, I recommend that you
decline tnis invitation. If you agree, I have attached a letter of regret for
your signature.

I was sorry to have missed you on the telephone today
but did talk. to your secretary. She suggested that I put
my request in writing, hence this. letter.
I enclose a copy of a letter that I received which
sets forth the request from the Bay Area Council. George
Keller,. our Chairman and CEO, is the current chairman of
the Executive Committee of the Council. As you can tell
from the enclosed letter, they are most hopeful that~you
will be the featured speaker at the Annual Dinner in June
or July of this year. I explained to them that I thought
their priorities were reversed -- they should have tried
to get you as featured speaker and the President as fall-
back -- but apparently this was not to be my decision.
As surprisingly was the case last year, I will be
out of the country for the next ,three weeks, but you can
leave word with my secretary, Sylvia Rozier (Tel: (415)
894-4113) in my absence.
I certainly hope you will accept and come to San
Francisco and speak before the Council this year. It
would be great fun for Barbara and me to see you again
and get caught up.

Following on our phone conversation a few moments ago, we would
greatly appreciate it if you would call William Webster to in-
vite him to be the featured speaker at the Council's annual dinner
in June or July.
As I explained, we have invited President Reagan and believe we
have a fair chance of his accepting, but at this date we need to
have a commitment from someone else should the President decline.
