COMMITTEE ON SMALL BUSINESS Dear Bob and Becky: Molly and I are very pleased to learn that you plan to be with us for the Oklahoma Hall of Fame induction ceremonies on November 12 in Oklahoma City. Several of our special friends like you from outside Oklahoma are coming and we want all of you to get to know each other in a smaller group and more relaxed setting than will be possible Saturday night at the ceremonies. We are planning a dinner at the Cowboy Hall of Fame and Western Heritage Center in Oklahoma City Friday evening, November 11. The Center includes an outstanding collection of western art. You will be receiving a formal invitation later and we hope that you can join us. During the morning, Saturday, November 12, we also plan to make available an optional tour of some of the interesting places in the surrounding area including the historic territorial capital city of Guthrie which has been preserved much as it was in the 1890's. The most convenient hotel location for those attending the Hall of Fame ceremonies is the Sheraton Century Hotel in downtown Oklahoma City where many of our guests will be staying. It does get booked up very quickly for that weekend but if you would like for us to do so, we will make sure that a room is held for you. I've enclosed a reply card for you to let me know how we can best help to make your trip an enjoyable one. Most of all, Molly and I look forward to seeing you and sharing this special time with us. Ir Topic: SPY VS. SPY Sen. David Dom, 47, D- Okla., is chairman of the Senate Intelligence Com- mittee. He says one of his goals is to build a national consensus on intelligence is- sues. Boren has promised that his committee, whid: oversees the U.S. intelli- gence community, won't be a "rubber-stamp" for gov- ernment agencies or the president. Boren was inter- viewed by USA TODAY's Sam Meddle By Tin Dillon. USA TOOAY - David Boren - Smaller budgets mean bigger spying threat USA TODAY: Since rela- tions between the Soviet Union and the USA are warm- ing, does that mean we can expect the Soviets to relax their Intelligence threat against us? ? BOREN: Not at all. It may seem like a paradox,. but as we're warming relations, mak- ing progress on arms control and lowering military budgets, we're going to see an escalation of the intelligence race. USA TODAY: Why? BOREN: They're going to be trying to spend fewer dollars. That means they'd better have an idea of the new iechnningles we're developing in the mili- tary area. They're going to have greater incentive to try to steal our secrets In the short run, to get our technology on the cheap. just as they were able to do, for example, through the Walker spy case, where they got billions of dol- lars of technology without hav- ing to pay for it. So, as we take advantage of the new openings In diplomacy, we're going to have to be very very watchful in the intelligence wet. USA TODAY: What does the next administration have to do in order to protect ow' technology?. BOREN; De CIA guards our secrets ove&as in places Ince our embassies. The FBI guards against spying here in the Unit- ed States. They must work to- gether. We must also upgrade our satellite system. We need to know exactly what's going on on the otherside. We're go- ing to have tight military bud- gets. If they're developing SOIlle new weapons system, we need to know about it so we can spend our dollars most wisely In countering it instead of wasting a lot of money by spending acme the board. So we have on our hands a major need to modernize our satellite systems and our national tech- nical means. The Washington Post The Now York Times The Washington Times The Wall Street Journai The Christian Science Monitor New York Daily News USA Today The Chicago Tribune USA TODAY: With limited budgets, Instead of pursuing ?Star Wars; should we be pursuing "Spy Wars" now? BOREN: That may be one way of putting it I don't know that we can afford to avoid re- search on the Strategic De- fense Initiative, or "Star Wars." We have to keep pace with re- search in case the other side scores some major breakout But at the same time, spending on "Spy Wars." improving our satellite systems and our na- tional technical means, is mon- ey very well spent One dollar spent there can save you $10 in your military budget, because you can And out what are the new systems they're develop- ing The more Information you have, the more you can learn how to counter those new sys- tems. Therefore, you can tar- get your money. USA TODAY: What kind of . intelligence adversary Is Mikhail Gorbachev? BOREN: Mr. Gorbachev is highly intelligent He's the kind of person who has been getting his on intelligence apparatus under cOntrol, quite obviously, through, the KGB and other agencies of the intelligence or ganization. He's going to make' sure that they are politically loyal to him. He is the ldnd4 person who understands that in tight budgets, you spend your money with effidency. USA TODAY: So you expect him to operate the same kind of intelligence strategy as the USA? BOREN: He won't spend any rubles that he doesn't have to spend. We're up against a very tough, cagey adversary. He's a man who wants to reform the system and bring about some changes that, in the long run, are going to make for better re- lations with the United States. Senator Sam Nunn will present the award to Senator Boren. Approximately 2000 are expected to attend. Senator Boren is one of eight individuals who will be honored by the Association at this event. (See brochure opposite.) We also have learned that some 1500 invitations were issued on his behalf. Since you are not speaking at the dinner nor do you have plans to be in the Oklahoma City area at that time, I do not think it is necessary for you to attend. Given your heavy schedule this fall, I believe that you could decline this invitation and still continue your effective relationship with the Senator. I suggest, however, that when you meet with Senator Boren in September you mention that you will not be able to attend his induction. OCA concurs and will note in your talking points for your next meeting with the Senator. Bob Gates also was invited and plans to regret the invitation. If you agree with my recommendation, attached is a letter of regret for your signature.
