At the recommendation of Senate Committee staffers, the Office of Congressional Affairs is now coordinating this proposal within the Executive Branch. House Committee staffers said the proposal was too late to include in the House Authorization bill, but indicated that there would be no objection to considering the proposal in Conference if it is included in the Senate version of the bill. The new ADDO for Counterintelligence and the Director of Security and his management team provided Representative Richard Cheney with detailed briefings on current and future plans for the Agency's newly organized counterintelligence' and security countermeasures program. Helgerson Director of Congressional Affairs SUBJECT: Weekly Report Military Retirees Advisory Committee Service Compensation. This week, at the DDCI's direction, we asked the staffs of our oversight committees to consider a late item for possible inclusion in the Fiscal Year 1989 Intelligence Authorization bill. The provision would restore the Agency's authority to provide monetary compensation to military retirees who serve on DCI advisory committees. The Senate staff gave positive indications the item could be included in its bill, not scheduled for markup until later in the month, provided that the item is appropriately coordinated within the Executive branch. W are taking steps now to accomplish this coordination. While he House Intelligence Committee staff stated that it was too late o include the item in its bill (which was being marked up yesterday), it did indicate that it would not object to i in Conference if the provision appears in the Senate bill. Executive Appearances and Invitations The DCI and DDCI made several public appearances. The Director spoke at the opening dinner for the American Society of Newspaper Editors (ASNE) Board of Director's meeting on Monday the 11th of April at the National Archives, at the Evans and Novak Political Forum on 12 April, and at the Regional Commerce and Growth Association (RCGA) meeting 13 April. The DDCI also spoke to a Young President's Organization meeting on 12 April at the 0E0B. Both the DCI and DDCI received excellent feedback from all their appearances. Additionally. DPAO spoke internally before the SIS Executive Seminar, and the and appeared externally to address the American Legion in Washington, D. C. Public Relations Unit spoke to about 400 students and faculty at the University of Wyoming. He understands there were demonstrators there, but they came in and had a peaceful discussion.
