Congress
11 April 1988
The minority staff of the House Intelligence Committee has indicated
that the Committee may begin marking up the Intelligence Oversight bill
next week. Following action by the Intelligence Committee, the bill
will be considered by the House Foreign Affairs Committee (HFAC). The
minority staff indicated that Chairman Dante Fascell remains upset that
no HFAC Members were selected to fill recent vacancies on the
Intelligence Committee. Accordingly, the staff speculates that Fascell
may show his displeasure with Chairman Stokes by not moving quickly on
the Oversight bill.
As Senator Kerry continues his hearings on international narcotics
trafficking, Senator Nunn's Permanent Subcommittee on Investigations has
begun a similar inquiry, focusing on the involvement of foreign
leaders. In addition, Senator Chiles reportedly will be pressing for
additional legislation related to narcotics between now and the election.

Media
Senator Kerry's hearing on drug smuggling is generating calls from
journalists. The Agency is taking the same stance it took during the
Iran/Contra hearings - i.e., that we will not respond piecemeal to
allegations against us. The Public Affairs Office (PAO) is stating,
however, that CIA has consistently denied any involvement in drug
smuggling.
PAO arranged unclassified background briefings for Cord Meyer
(syndicated columnist and former DO official) and Fred Kempe (Wall
Street Journal) on Afghanistan and for Robert Toth (Los Angeles Times)
on the Soviet leadership and the nationalities problem.

The Office of Training and Education hosted the Agency's first
Translation Forum Conference on 29 March. Over 60 attendees from all
Agency directorates and the National Security Agency heard speakers
describe computerized Soviet military terminology, machine translation
developments, interpretation challenges at the Reagan-Gorbachev summits,
and problems in editing Russian translations.

Intelligence Oversight Legislation: The minority staff of the
House Intelligence Committee has indicated that the Committee may
mark up the Intelligence Oversight bill as early as 18 April. We
are still working with the Committee staff to iron out our last
few problems with the language of the bill (apart from the
"48-hour" provisions). Following action by the Intelligence
Committee, the bill will be considered by the Foreign Affairs
Committee. The minority staff has indicated that the Chairman of
the Foreign Affairs Committee, Dante Fascell, remains upset that
no Foreign Affairs Committee Members were selected to fill the
recent vacancies on the Intelligence Committee.
However, when the Foreign Affairs Committee does
act, it is certain that a majority will support the bill.
New Membership on House Intelligence Committee: The staff of
the House Intelligence Committee informs us that Dan Lungren, a
Minority Member of the Committee, still intends to resign from the
Congress even though he did not get appointed to the position he
was seeking with the state government in California.
Representative William Dickinson (R-AL), the Ranking Minority
Member on the Armed Services Committee, has expressed strong
interest in filling the next vacancy. In the past, he has shown
himself to be inquisitive and aggressive on intelligence matters.

The Congressional Budget Justification Book detailing the Agency's 1989
program was delivered on 1 April to the staffs of the appropriate
congressional committees.
A staff member of the Senate Appropriations Committee spent the afternoon
of 7 April at Headquarters where he received a series of briefings on the
1989 program. The last full committee hearing on the FY 1989 program will
be held before the Senate Select Committee on Intelligence on 12 April.
1990/1991
-- The Directorate staffs have provided the Office of the Comptroller their
proposed new and ongoing initiatives for the FY 1990/91 budget. They will
follow up with their full budget submissions within the next two weeks.
Other
The OMB examiner for the CIA program is leaving that position as of
8 April. Arnold Donahue, Chief of the Intelligence Branch of the National
Security Division at OMB, will serve as the CIA examiner on an interim
basis.

3. An automated insurance claims processing system developed by the
Office of Information Technology (OIT) for the Office of Personnel (OP)
enabled OP to process a record high of 3,608 insurance claims this week,
reducing the claims backlog by 21 percent.
4. Seven OIT careerists received Exceptional Accomplishment Awards for
their roles in the Iran-Contra investigation. Five were cited for excellent
work in controlling and pouching 700,000 documents in response to more than 70
requests by the Independent Counsel. Two others were cited for their extra
effort in processing DCI documents.
5. The Office of Logistics (OL) reports that the Employees Photographic
Exhibit containing 350 photographs will be on display in the Exhibit Hall, 1D
Corridor, Headquarters.
