Budget The Office of the Comptroller briefed Senate and House Intelligence Committee staffers last week on funding adjustments to the counternarcotics program. The Senate staffers were also briefed on transfers of Defense Department funds in support of counterterrorist activities. -- Program hearings on the 1990-91 budget for the Office of Management and Budget (OMB) and the Intelligence Community Staff are scheduled to begin on 28 September and continue through 17 October. Helgerson Director of Congressional Affairs Weekly Report House Passes FY '89 Intelligence Authorization Bill - SE0 Colloquy. On 14 September, the House took up and passed the conference report on H.R. 4387, clearing the measure for Senate action which is expected within the next few days. Passage was routine except for a series of statements by various Members 25X1 concerning the Security Evaluation Office (SEO). During the course of floor debate, House Intelligence Committee Chairman Stokes and Foreign Affairs Committee Chairman Fascell engaged in a colloquy that, in general, supported the Department's position in the SE0 matter. (We have learned that State Department was involved in formulating this colloquy.) The two chairmen noted for the record that the Secretary of State under existing law has the responsibility to set counterintelligence standards and that the role of SE0 is to formulate and recommend counterintelligence security standards to the Secretary of State. We learned of this effort at the last minute, but worked with key democratic staffers to edit the colloquy to prevent any serious damage and with Representative Henry Hyde's staff to formulate a response by Mr. Hyde which he gave following the colloquy. The Hyde statement gave support to the Agency position by indicating that the Secretary had delegated responsibility in your joint memorandum on this subject. Representative Lungren also made a similar brief statement. (U) House Continues Action on the Drug Bill. The House resumed consideration of the omnibus, anti-drug bill this week. The Brooks amendment creating a "moderately strong" "drug czar" was adopted and the Hughes amendment creating a "strong" czar was withdrawn. It appears the House will take up exander 25X1 "Anti-Stonewalling Act" amendment late today. The DDCI has contacted several House' Members to register our opposition to the amendment. Responses were generally encouraging, especially from Representative Murtha, who is a key figure among moderate Democrats. We understand that Representative Panetta may offer an amendment that would allow GAO access to CIA information if the Intelligence Committees request GAO to conduct an investigation. We had anticipated that the bill would be brought to the floor this week, but it now appears that the bill will not be considered until the last week in September. The producer observed that it will be easier to interview the KGB than the CIA. Executive Appearances and Invitations The DDCI addressed 18 members of the Board of Directors of the Draper Laboratory on 6 September in Boston. According to the Laboratory's CEO, General Jacobson, the DDCI's "stimulating and timely remarks gave the Board of Directors ideas for the future direction of the Laboratory." The DDCI's address of the Air War College was the first exposure that the 200 high ranking military officers (Lt. Colonel and Colonel) and civilians received on national intelligence as it related to policymaking. According to our liaison officer, the DDCI's remarks were a "real eye opener and a great stage setter" for the course. The DDCI gave a "solid framework on the role of intelligence and his humorous stories were also enjoyed." Public Relations Unit The PR unit continues to receive invitations to speak about intelligence 25X1 and the CIA to various chapters of the World Affairs Council. spoke to a group from the San Francisco chapter on 14 September at Headquarters, and he is scheduled to speak to the Reading chapter at Albright 25X1 College, Reading, Pennsylvania, on 19 October. briefings at NC State and American University were met with greater enthusiasm and less hostility than at similar kinds of briefings last year.
