SUBJECT: DDI Activity Report 21-24 January 1986
DCI/DDCI Assigned Tasks
OGI provided the NIO/CTN with statistics and charts on
terrorism for inclusion in talking points for the DCI.
ACIS completed a private memorandum to the Chairman, Senior
Arms Control Group about verification of mobile ICBMs; this had
reopened a long-standing issue on verification policy,
exemplified by the DCI-D/ACDA letter on verification last April.
Policy Support
OGI met with Assistant USTR for Multilateral Negotiations,
Charles Blum, to discuss US preparations for the GATT New Round
and CIA Support for interagency policymaking.
EURA responded to several requests from State providing: a
typescript updating our assessment of Poland's financial
situation for the US delegation to the next meeting of the Paris
Club of official creditors;

NESA participated in the Libyan Interagency Task Force that
addressed US policy issues emanating from the latest series of
economic sanctions against Tripoli--task force views were used in
the agenda for the CPPG meeting on Libya.
EURA analysts provided Commerce Secretary Baldrige with a
typescript on the economic policy views and themes that prime
ministers Papandreou and Ozal are likely to expound at the annual
Davos (Switzerland) Symposium. The Secretary and the prime
ministers are to participate in a panel discussion of the world's
economic sitaution. The anlaysts expanded on the typescript ir25X1
give-and-take with the Secretary.
OEA prepared a briefing paper on election violence in the
Philippines for Gaston Sigur of the NSC Staff.
SOVA met with Deputy Assistant Secretary of State for South
Asia, at his request, to discuss Afghanistan.
SOVA and OSWR analysts briefed Paul Berenson of DDR&E/OSD on
the operational and technical assessment of Soviet combat
aircraft. Mr. Berenson asked that other senior officials in
DDR&E also be briefed on the subject.
ALA forwarded CIA's contribution to the National Security
Study Directive 8-85 to the NSC.
OSWR met with Pierce Cordon, Senior Staff of the Science and
Technology Division of ACDA and other ACDA representatives to
discuss potential loopholes in draft language for the proposed

treaty banning radiological weapons. Also discussed were
possible Soviet interest in such weapons and difficulties in
verifying a radiological weapons treaty. 25X1
Last week CPAS delivered the new video production, Botha and
South Africa to policy-level customers The
quick-reaction ideo-profile, Qadhafi II--a 5-7 25X1
minute situation report on Qadhafi and current Libyan
developments, will be completed this week.
OGI briefed the new US AID Director to Jordan on water
issues in Jorda 25X1
SOVA analysts put together a memo for the NSC and NIO/USSR
on Soviet intervention possibilities in South Yemen.

EURA attended a regional chiefs of mission conference in
Budapest at the request of Ambassador Salgo. The US ambassadors
in Eastern Europe discussed their countries' reactions to
Gorbachev, the extent of Soviet control/manipulation of Eastern
Europe's decisionmaking, and other necessary travel restrictions,
terrorist threats, high tech diversion, and security at US
installations.
SOVA and EURA personnel along with outside consultants
attended a conference on monitoring the East European
contribution to the Soviet machinery balance.
SOVA conducted a five-hour seminar for the USAF Air
University's General Officers' Course on Soviet national security
policy and military doctrine. The students were drawn from
throughout the Air Force and included the Director of DIA, the
Commander of the Air University, and officers from HQ USAF SAC
and the numbered Air Forces.
Senator John Glenn visited OIA. While there he received
briefings on the Soviet space shuttle program and the new Soviet
aircraft carrier. The visit was arranged by Bob Mihalik who
rcently served on Senator Glenn's staff under the Congressional
Fellowship Program.
OCR has begun distribution by the cable grid system of TV
news tapes from Johannesburg, South Africa. The tapes, procured
by FBIS, are valuable in monitoring events in South Africa and
Lesotho.
Briefings on the Hill
There were 7 briefings on the Hill this past week.
NESA briefed Maryland Senator Mathias of the Senate Foreign
Relations Committee, on current developments in Israel, Jordan,
