Gates Deputy Director for Intelligence SUBJECT: DDI Activity Report 6-10 January 1986 DCI/DDCI Assigned Tasks OEA prepared talking points on the election campaign in the Philippines. OSWR prepared a briefing paper for the DDI and a letter for the DCI in response to a memorandum from the Director of NSA regarding the proposed sale of a US Cyber 205 supercomputer to India. OGI and NESA prepared a White Paper on Libyan support for terrorism and political violence. The President passed on his thanks for the fine work and noted that the White Paper will be issued under his seal for passage to a variety of heads of state. NESA provided talking points for the DCI on Libyan political reactions to the Vienna and Rome attacks and the status of the Libyan military alert, and talking points for the DDCI on Libyan reactions to US sanctions. NESA also prepared a typescript for the DCI on Libya's likely response to the President's special measures against Libya. ALA prepared a typescript for the DCI that assessed the recent series of articles on South Africa in The Washington Post. ACIS, in conjunction with NIO/SP, SOYA, and OSWR, completed a report to the President on US responses to Soviet arms control violations. Sanitized Copy Approved for Release 2011/08/17: CIA-RDP90G01359R000200070027-2 Sanitized Copy Approved for Release 2011/08/17: CIA-RDP90G01359R000200070027-2 SOVA provided talking points for the DDCI on the likely Soviet approach to the next round of the Nuclear and Space Talks. 25X1 Policy Support OSWR briefed several Department of Defense officials including: Deputy Under Secretary of Defense for Strategic and Theater Nuclear Weapons, Dr. Woodruff, on the Soviet Blackjack bomber; Don Fredericksen, General Funk and others from the Office of the Deputy Under Secretary of Defense, on the Soviet Air Defense; and Deputy Assistant Secretary of Defense for Negotiation Policy, Doug Faith, on Soviet techniques for net military-technical assessments and weapons for forecasting. EURA prepared a typescript looking at the extent of Western Europe's economic relationships with Libya for Deputy Secretary of State Whitehead. Mr. Whitehead is going to Western Europe next week to seek support for US policy toward Libya. EURA briefed the Ambassador to Hungary, Salgo on Hungary's domestic situation, its relationship with the USSR, and prospects for relations with the West. The meeting also involved State and DoD. OGI and NESA are making contributions to a daily situation report requested by NSC's Don Fortier on terrorism indicators in the aftermath of the imposition of US economic sanctions on Libya. OGI participated in reviewing Libya's oil situation in support of policy formulation for US economic sanctions. ALA briefed Sam Watson, Special Assistant to Vice President Bush, on Honduras, Guatemala, and El Salvador. ALA prepared a typescript for the Secretary of State's Advisory Committee on South Africa on the current viability of the Rockefeller Commission Report entitled, "South Africa: Time Running Out." ACIS reports that the SALT Monitoring Report draft for the period 1 June through 32 December 1985 has been disseminated. ACIS participated in several meetings with delegations and others on the Nuclear and Space Talks, the Conference on Disarmament, and CW proliferation. ACIS and SOVA briefed Ambassador Bremmer, The Hague, on Soviet INF. SOVA also briefed Ambassador Glitman and the INF delegation on Soviet strategic targeting of Europe. SOVA published a typescript on Shevardnadze's visit to Japan. Shevardnadze's official talks with Foreign Minister Abe in Tokyo will offer a significant test of Gorbachev's ability to deal with geopolitical trends that run against the grain of Soviet interests. OSWR provided update briefing to Vice Admiral DeMars, the new DCNO for Submarine Warfare. EURA and SOVA analysts met with Professor Bud Collier of the University of Houston to discuss the East German system of managing the economy and Soviet attitudes toward it. A EURA economist attended a seminar at the Federal Reserve Bank in New York on Hungary's economic prospects. OGI participated in the first meeting of the National Narcotics Intelligence Consumers Committee--sub-committee on production. This interagency sub-committee will provide narcotics production estimates for the annual naroctics intelligence estimate. SOVA briefed General Doyle, Director of Intelligence for CINC, SAC, and members of his staff at SAC Headquarters on our latest military-economic assessments of Soviet defense programs. Briefings on the Hill There were 7 briefings on the Hill this past week. OGI briefed senior staffers on the Senate Foreign Relations Committee on the situation in Colombia, Bolivia, and 25X1 Peru. NESA briefed SSCI members on Libyan links to Abu Nidal and Libyan sponsorship of terrorism. NESA also briefed Cass Yost, Senate staffer, on Jordan, Israel, and Syria in preparation for his trip to the Middle East.
