I have pressed both our European and Soviet
offices in an effort to find someone with
appropriate qualifications to send to your
office on rotational assignment. When we talked,
I was moderately optimistic that we could find
a highly qualified individual.
Unfortunately, my optimism was unjustified.
Despite considerable encouragement (and pressure)
we have simply been unable to identify an
appropriate person at this time. We will continue
to look. The several officers we have provided
to your office have all benefited from the
experience and I regret that we could not fill
the position at this time.
