At the direction of the Joint Chiefs of Staff, the National Defense
University conducts a Capstone course for selected general and flag
officers from all Services. Its mission is to improve student
understanding of the key elements influencing joint and combined
operations.
We accomplish this mission by means of classroom presentations and
extensive field trips in support of five general areas of instruction:
(1) the threat to the U.S. and our intelligence capabilities; (2) the
development of national security policy and military strategy; (3) the
capabilities and perspectives of our Services; (4) the perspectives of
our joint and combined commands; and (5) a wrap-up deployment/employment
decision game.
We invite you to address our Capstone general and flag officers as
part of our instruction on the threat to our country. A presentation on
the current National Intelligence Estimate concerning the Soviet Union,
to include Soviet security objectives, strategy to achieve those
objectives, and military capabilities, would be most helpful to our
officers.
Our next course will be conducted from 23 March through 17 May 1986,
and we are planning the proposed presentation for the afternoon of 24 _,
March. .A one-hour presentation followed by a 45-minute question and
answer period is appropriate. Our classroom is a Top Secret SCI
facility, and our long-standing policy of nonattribution applies. ~"3 3 C ~-

program (475-1473) to serve as your point of contact. He will be glad to
provide any information or assistance required.
