Sanitized Copy Approved for Release 2011/09/13: CIA-RDP90G01359R000200090008-1 Central Intelligence Agency Office of the Deputy Director for Intelligence NOTE T0: Colonel George Kirschenbauer National Defense University Attached per our conversation is a bio on Fritz Ermarth -- the National Intelligence Officer for the USSR. We apologize for this inconvenience. Since Mr. Gates has been named DDCI-designate, the press of business on the Hill for the next month or so keeps him from activities such as yours. I'm sure you will enjoy Mr. Ermarth -- he is quite a character. Gates Deputy Director for Intelligence Central Intelligence Agency Washington, DC 20505 DDI-:~is~, 14 fVOV i985 At the direction of the Joint Chiefs of Staff, the National Defense University conducts a Capstone course for selected general and flag officers from all Services. Its mission is to improve student understanding of the key elements influencing joint and combined operations. We accomplish this mission by means of classroom presentations and extensive field trips in support of five general areas of instruction: (1) the threat to the U.S. and our intelligence capabilities; (2) the development of national security policy and military strategy; (3) the capabilities and perspectives of our Services; (4) the perspectives of our joint and combined commands; and (5) a wrap-up deployment/employment decision game. We invite you to address our Capstone general and flag officers as part of our instruction on the threat to our country. A presentation on the current National Intelligence Estimate concerning the Soviet Union, to include Soviet security objectives, strategy to achieve those objectives, and military capabilities, would be most helpful to our officers. Our next course will be conducted from 23 March through 17 May 1986, and we are planning the proposed presentation for the afternoon of 24 _, March. .A one-hour presentation followed by a 45-minute question and answer period is appropriate. Our classroom is a Top Secret SCI facility, and our long-standing policy of nonattribution applies. ~"3 3 C ~- I have asked Colonel George Kirschenbauer, Director of the Capstone program (475-1473) to serve as your point of contact.
