Kerr Deputy Director for Intelligence SUBJECT: DDI Activity Report 2 - 6 June 1986 DCI/DDCI Assigned Tasks ALA prepared a memo for the DCI on the possibility that the Contadora negotiations might be shifted to the Organization of American States and the implications of such a shift. D/SOVA briefed the DCI in preparation for his participation in an NSPG meeting on US-Soviet relations. At the request of the DCI, SOVA prepared a paper for the DDI on "The Problem of Leaks." OEA prepared a briefing package on the Philippines requested by the DDCI, with contributions from OGI, SOYA, and OSWR. OSWR provided the DCI with a memo on the political and technical impact of the recently announced agreement between the USSR and the US-based Natural Resources Defense Council on In- Country Seismic Stations for monitoring nuclear weapons tests. Community collection committees and others will use the Gaps document for planning requirements. An OGI analyst prepared a memorandum at the request of the DDI for Richard Clarke, Deputy Assistant Secretary of State for Regional Affairs, on our capability to monitor US imports of refined products from refineries using Libyan crude. NESA analysts briefed Deputy Assistant Secretary Marion Creekmore and others at State on the relative impact of lower oil prices on Iran and Iraq. ALA briefed Elliott Abrams, Assistant Secretary of State for Inter-American Affairs, on Mexico's future prospects and the outlook for bilateral relations. For Commerce Secretary Baldrige's use at an upcoming Cabinet meeting, OCR wrote a memorandum on the appointment of Deputy Minister of Foreign Trade Vladislav Mal'kevich as acting co- chairman of the US-USSR Trade and Economic Council. SOVA supplied coordinated estimates on Pact forces east of the Urals to State Department in support of the MBFR Delegation in Vienna. OEA briefed Deputy Assistant Attorney General Victoria Toensing on developments in the Philippines. -OSWR briefed INR Deputy Assistant Secretary Kahane on the Soviet's technology acquisition effort. INR is increasing its effort in this area. OSWR briefed the Strategic Defense Initiatives Office on factors affecting the timing of a Soviet response to the US SDI. The briefing centered on Soviet planning and forecasting factors that would result in the start of a weapon development program, and its likely IOC (initial operational capability) in the Soviet forces. It features a number of junior analysts discussing the attractions of the DI as a place to work. It will be sent to OP Recruiting offices and to college placement offices. NESA analysts participated in a Counterterrorism Center conference with outside academics and experts on terrorist- related issues. SOVA met with four visiting officers assigned to USAF Intelligence and the USAF Aggressor Squadron at Nellis AFB, Nevada, and Alconbury, UK, to discuss recent developments in Soviet fighter, fighter bomber, and helicopter programs, and new deployment and training. SOVA also met with Cdr. J.P. Jones from the Naval Operations Intelligence Committee to discuss Soviet aircraft programs. Briefings on the Hill There were 11 briefings on the Hill this past week. NESA analysts prepared a typescript for Representative Lee Hamilton on the Israel/Syria military balance. NESA briefed the SSCI on Afghanistan.
