SUBJECT: DCI Request for Long-Range Planning 25X1
The IPC offers the following suggestion in response to the Director's call for
new initiatives:
a) Intelligence Consumers Council--The Senior Interagency Group
Committee on Requirements and Priorities is the DCI's formal
mechanism for interacting with consumers. But a lower level entity
is neded to ensure a direct, ongoing dialogue between producers and
consumers of intelligence.
In addition, events like Chernobyl' highlight the fact that not all
interested parties are represented on the SIG(I).
The Council could be operated by the chairman of the NIC and include
members from the NSC Staff; Departments of State, Commerce, Treasury,
Justice, and Energy; the military Unified and Specified Commands;
FBI; NIESO; the Strategic Defense Initiative; the Environmental
Protection Agency; Health and Human Services; Customs; DEA; etc.
Such an organization could, through interface with the Intelligence
Producers Council, provide day-to-day expression of consumers'
interests and needs as well as long-range concerns for trends and
issues likely to become of major concern to US policymakers. This
kind of interface, moreover, would enhance the effectiveness of the
Intelligence Producers Council by ensuring that its products and
activities (for example, the Production Enhancement Initiatives, the
Future Intelligence Requirements Forecast, or the National
Intelligence Topics) truly reflect the needs and concerns within the
working level apparatus of US policy making organizations.
This broadened consumer contact is in keeping with the National
Foreign Intelligence Strategy--which notes the need for new
approaches to consumer relations.
