Libya After Qadhafi
The recent meeting on Libya indicated that the attached
assessment, "Libya: What if Qadhafi is Ousted?" would be of
interest to you and other CPPG principals. The study concluded
that Qadhafi's removal probably would result in a regime less
supportive of worldwide terrorism. Even so, we cannot expect
Qadhafi's successors to refrain from meddling in regional affairs
or to support US policies in the Middle East and Africa.
Moreover, we cannot rule out the possibility of an extremist-
controlled regime taking control that could be an even greater
