The above-captioned bills, which are identical, provide that employees may donate annual leave to other employees, including employees of other agencies. While the Offices of Finance, Personnel and the General Counsel agree that the bills are laudable, they also agree that they must meet Agency- specific needs. 2. We intend to have the bills revised to protect classified information as well as provide that the Director of Central Intelligence in lieu of the Office of Personnel Management may prescribe procedures coverina Acenry donors or recipients. However, we need to know what alternatives we should seek. Accordingly, I ask that you review the attached bill to determine what modifications should be made. 3.
