This note responds to your request of several
days ago to provide any private comments on a
draft monograph entitled "Verification of Arms
Control Limits on Mobile Missiles."
I have read this document closely myself. My
apolitical comments, which do not represent
anyone's views other than my own, are in
green. They are unclassified.
Two of the issues I looked for were:
-- protection of intelligence sources and
methods; and
-- correction of any technical points, such as
changing monitoring to verifying in a few
places.
I hope this is helpful in a professional sense.
